Yesterday, Senators McCain, Feinstein, Reed and Collins
introduced ground-breaking bi-partisan legislation that could help ensure the
U.S. never engages in torture again. The legislation calls for two important
changes that would:
Make the U.S. Army
Field Manual on Interrogations the standard for all U.S. government
interrogations, including those conducted by the C.I.A., and mandating that
the Manual be reviewed and updated regularly to ensure interrogation techniques
are legal and non-coercive.
Require the
International Committee of the Red Cross to have prompt access to every
prisoner in U.S. custody -- no matter where or by whom they are held.

We learned from the CIA torture report the facts about an
unlawful, secret program that was far more brutal, sweeping, and unnecessary
than previously known. This legislation could prevent that type of program from
happening again.
